i can tell u about Holland
first u have SAE (and yes they teach only in English, its also one of the top schools for sound in the world, and yes they are very expensive-around 9000€ for the study over there and this is a price from 2 years ago) in Amsterdam, but as mention it only for sound
sec u have almost in every big city here a conservatorium (this is how u write it in Dutch) which will probably teach u in English (i work with one of them here on regular bases and they have students from all over the world) but to get in to one u have to have exam's and u have to play at least one instrument
also before u go in to one u have to think which direction do u want to follow - jazz, classic and so on
